I am not familiar with this device, but IIRC NEC regulations over EV home  
charging were added in the EV1 era.  AFAIK, it was the first time that any 
cord and plug connected device had been regulated by the NEC.  Perhaps that 
would serve as a (concerning) precedent for regulating this situation.

As an end user, UL approval ensures you that the device you're using has 
passed tests that stress it, without catching your house or garage on fire, 
or hurting someone.  It's worth having, IMO.  If it weren't, cheap Chinese 
appliance makers wouldn't bother to counterfeit the mark!
