That's approximately true, but it overstates the determinism a little. First, the system isn't closed, so ones thoughts and behavior are continually modified by stuff that happens on your past light cone. Second, there are quantum random event within your brain, e.g. decay of radioactive potassium atoms, that could influence your thougts and actions.
