Third party personal reports count just fine *PROVIDED*  you assume as I do
that the Turing Test is valid and Darwin's Theory of Evolution is true. But
if you don't make that assumption like so many on this list then behavior,
including lack of behavior, of third parties tells you absolutely nothing
about their consciousness.
