Of course they couldn't have figured out which one before the
duplication, they couldn't figure out ANYTHING before the
duplication because they didn't exist before the duplication!
This contradicts our agreement that the H-person do survive (indeed,
in both cities).
In particular, that contradicts P(coffee) = 1, where we propose a
coffee cup to both reconstituted persons.
If the person cannot figure out anything before the duplication, it
becomes equivalent with dying, but you have already agreed that this
is not the case, as it would make computationalism false.
