Why would it be a bad thing to teach staff how to recover items using Recover Deleted Items?
I have no problem building a recovery server if a message is needed beyond the retention period. It is good practice, and should be done at least several times a year in any case. It's much better to struggle to build a recovery server the first few times, when it isn't critical, rather than struggle to get that same recovery server built in a time of crisis when your job is perhaps on the line. The only problem with this I have found is if someone want to restore a message or folder from beyond the retention period.
