Neji is from a branch house, yes. Marrying Hanabi, however... discarding the 
squick factor involved (she's genetically his half-sister, for crying out 
loud!), it depends on who joins whose house. Since Hanabi is a second daughter 
and Neji is the only living member of his house, it's far more likely that she 
would join his, thus disqualifying either from becoming the head of the souke.



Question: Whyfore the automatic assumption that Neji will become Clan
Head if he marries Hanabi? Because he's male? Because he's older than her?

He's /Branch House/. No way are the conservatives in the clan going to
let him become Clan Head, not even if Hiashi himself says he should be it.

As Hanabi's consort, they'd accept him. As Clan Head in her place, no.
