I've spun and seen such core yarns before, although with longer wool fibers.
There is a rug popular in Germany, usually comes from Bavaria, made with such "roving". You are correct that it is fiber wrapper around a core of hemp or linen twine - that gives the yarn and rug more stability and a firmer feel. The short fibers are not familiar, though there is no reason why something like that wouldn't be done. We actually have one of those rugs under the dining table (NOT a good idea because of food stains) that we bought at an Ethan Allen shop once - I've seen that type of rug once in a while at our nearest Scandinavian furniture shop - you might try looking at such stores to get a better idea of what you're dealing with.
The twine you speak of is most likely jute or sisal if not hemp or linen.
