i have never found paper to be satisfactory.  i have some rolls of corrugated 
cardboard but it is a bit expensive depending on which loom width i am using

there is another way...... if you or neighbors are discarding those stick 
blinds, you can cut them down to width.  they are not long enough so have to be 
added on to as you wind the warp, but not too difficult

sticks are pretty easy. they can be a bit expensive.  over the years i have 
tried to buy lenghts of smooth molding little by little and then cut to width 
of what ever loom i am using.  you just tuck them in as the warp hits the warp
beam and maintains equal tension across the whole width of warp.   paper does 
not and squishes here and there besides.  i wind under heavy tension.  i just 
was listening/watching the jason collingwood dvd and i note he is really talking
about winding with tight tension which has always been best for me
