I defer to Lawrence Yates's statement about this, but I should add that
someone else privately reminded me that Beethoven's Pastorale Symphony
also contains a passages marked "con sord." That passage has plenty of
time for the mute change.

The "someone else" I just mentioned was John Ericson, a noted authority
on Beethoven-era horn playing in Vienna. He said there are mutes still
extant from the period that have some kind of ball that allows it to be
tuned on-the-fly in lieu of changing hand positioned. It is surprising
one doesn't see it requested more often.
