Are there any entries (notes) in the measure you are dragging from? If there aren't, then there isn't anything to copy. The original measure staying highlighted is the normal way the tool works.

When you drag to the target measure, if you aren't ON the measure when you release the mouse, you haven't copied. The target measure will be outlined when the mouse is over it, and not outlined when your aim is off.

Open the Mass Mover menu, and make sure Copy Everything is checked. You have the option of only copying certain items, and if any of THOSE are checked, then the notes won't copy over.

There may be issues relating to 2002 on XP Pro, but I don't know about them. In our school labs we have 2002 running fine on XP Pro, and all seems well. When I am on the school computer I miss some of the great new features from 2005, like auto word extensions and automatic expression placement, but I can work around those when I have to, for educational purposes.
