Perhaps I'm misunderstanding the context of the problem, but, at 
least in Sibelius 4, there's tool on the tool palette specifically 
devoted to this task.

Secondly, the implementation of default beaming rules is exactly what 
I've always requested for Finale. Finale works a lot better since the 
implementation of "classic 8ths" into the basic beaming algorithm, 
but it still doesn't properly beam smaller subdivisions (at least, 
not for the repertory I'm working in). Sibelius gets it right in the 
default configuration.
