Everything else (staff division, ametrical elements, etc.) is quite possible in sibelius, and not that difficult at all, if done with the proper planning. Of course, dynamic parts with this material aren't possible here (as I guess they aren't possible in finale as well)

dennis, i have an even better solution now, and it also can be used with linked parts.

1st system - all instruments + 1st staves of fl-vln solos (one measure with graphic barlines), then all following systems overlapping the ensemble system (with hidden staves), and EVERYTHING optimized out except the current solo line: S2 fl solo with DEFINED meters, and as of here you can use the spacing inherent to finale.

S2 vln solo
S3 vln solo
[...]

(the 1st measure of the 2nd system of the violin comes immediately after the last measure of the flute solo in the finale file)

in the parts, enter hidden real whole rests in all measures of the solo and apply hide barlines staff style; change measure widths for all "solo measures" to 25 (or less) and write FLUTE/VIOLIN SOLO at the start of the solos. in the flute part, set all the extra violin solo measure widths to 0; sim for vln.

something similar may also be possible in sibelius, but i guess there is some limitation to the overlap (don't quite understand what it is or how much it woud affect this solution)
