It doesn't, though. You can't use Finale's spacing algorithms on this page.

The flute solo and violin solo are all created in a single horizontal
measure, skipping down into the other instrumental parts. Each long measure
(which is broken up by graphical barlines) contains a different number of
notes as well. These are padded with invisible rests.

If you strip away the staff styles, delete the graphical barlines and show
the rests, you see only four measures on the whole page: 37-38, normal
measures; 39, invisible; and 40, which contains pseudo-measures 39-68 flute
(39-44 fl; 45-50 ob; 51-56 cl; 57-62 bcl; 63-68 bsn) and 39-74 violin
(39-43 perc2; 45-50 vn1; 51-56 vn2; 57-63 vla; 64-67 vcl; 68-74 cb).

So applying the spacing algorithm would space all the "real" measures with
respect to each other, vertically -- a hopeless situation.

You'll see on mine, for example, that I didn't finish the hand spacing on
the first measure of the solo flute part. That spacing, with the rests all
spread out, is just wrong. Since this is a note-proofing copy for the
composer, I'll finesse the spacing later.

Heaven forfend I should defend Sibelius output, but in this case, it's more
flexible than I expected -- which is the point of it being created, and I
very much appreciate the effort.
