Fire will bring the window with the new message to the front of other Fire
windows and will make Fire the foreground application if it is not.  (red
balloon)

Either you are expecting these options to behave other than how they are
intended, or somewhere, you are telling Fire to behave as it is.  The
setting is set globally, and the behavior can be overridden on a per-buddy
or per-window basis.
