I think there is just a conceptual misunderstanding.

All a matter of how you interpret this.
You interpret it as "If a chat window is already open for a user, a
new message from that user will not cause the window to move. If a
chat window is not already open for this user, a new message from
that user will cause a window to open in front of everything."
Some of us interpret it as "New messages will not appear in front of
existing windows, period, whether or not the new messages are from
users for whom there's already a chat window open."
