New messages vs. New windows?

Hrm. I think when I used GnomeICU on Linux, I could specify that 
new windows should come straight to the front no matter what 
( which is actually my preferred mode - I don't mind getting 
interrupted :)

This also needs to take into account the users preference to leave 
windows open during conversations, or close them with a Send. Given 
that, I would tend to lump both New messages and New windows under 
the same behavior ( either leave other windows alone - and 
instantiate new windows behind everything else - or follow the 
other rules )
