Sure, they could be placed as random objects, but could they be made to move?

If FG was aware of sea ports, a ship could start from a random port with 
another random port as it's target.  Tell it to keep half a mile from shore 
If the required heading tries to take it onto land.  Perhaps some of the 
autopilot code could be used.

This should keep a ship moving around and although it might never get to where 
it's heading, that isn't really a problem;)

FG isn't aware of sea ports though.
