Taken from the SDL Win32 FAQ:
 
Q: What is supported?
A: SDL supports Windows 95/98/NT/ME/2000/XP.

SDL can be built with Visual C++, Borland C++, Cygwin, MinGW, Dev-C++, and Watcom C++.

SDL takes advantage of DirectX hardware acceleration when it is available, but falls back to the standard Win32 services if DirectX is not installed.


 
Note Cygwin definitely made the list. It is "officially" supported, however, we're still talking about a major architecture change here, but in my own humble opinion I think it would be for the better. SDL is actually actively developed, and I have a problem with sound and plib (although its my crappy builtin sound, not plibs fault =)

I really would like to have SDL support available in FlightGear. In can
give FG a good step in the right direction. If Cygwin isn't supported
that would be a major drawback though.

Positives:

* Native Win32 threading support
* Native IRIX sproc threading support
* Most functions have multi threading added
* MMX support where needed
* Ability to set the video mode (not just the window size)
* Event scheduler
* Cross platform timer functions

* Network support routines (separate libraries)
* Audio mixer support routines (separate library)

And all of that by adding just a very thin software layer.
