Take a look at the ADF instrument module (adf.*xx). It could be used as a 
"template" to create a TACAN instrument module. According to this site:

TACAN gives the pilot range and bearing to the beacon. That's readily 
available in the ADF code. You can then add an entry in the navlist 
(Navaids/navlist*xx), and figure out how to change the position of that entry 
according to the carriers position. I guess that adding some sort of beacon 
property to the AIShip class could do the trick.
