To answer my own request, the global netlist change works when I converted
the free pads to vias. I guess I can call out a different drill size for
these vias so that I easily reselect them in the future. But I swear I did
it on free pads in previous versions.
I also tried a global change on top layer traces to top layer keepout today,
and this did not work either, I found a work around for now but I would
like to see it implemented in the future.
