You still can. But it does seem that something may have changed.

I just tried it. I double-clicked on a free pad and went to the advanced 
tab and changed the net assignment from free to FGND, which happened to be 
a handy net on a board I had up. I clicked on the global button and 
accepted the edit. Only the individual pad was changed, no others. This 
seems to match Mr. Reagan's experience. This is P99SE SP6.

Then I pulled up the edit window again, pressed the global button, and 
edited the net name. This time I looked more carefully at what was going 
on. Unlike most edits, the Copy Attributes checkbox that causes changes to 
be applied globally was not checked automatically when I changed the net 
assignment. I don't remember seeing that before. Protel is apparently 
trying to protect us from accidentally and massively changing certain pad 
parameters.

I checked the box, accepted the edit, and all free pads made the change.
