I think that you need to inform your niece that what she is doing is not only unethical, mean-spirited, and illegal but that you deserve an apology from her. Do you know why she is doing this to you?
I would definitely discuss it and even tape the conversation and if she isn't willing to stop attacking your company by stealing employees, lying and using your company name, then I would at least get legal advice and serve papers on her. It seems like any sense of 'family' obligation has gone right out the window, so you may as well deal with this as a "business" problem. By trying to find some trustful employees, you are still allowing her to attack you and steal anyone else you try to employ.
