I experienced the same problem.  Here's what I had, and how I fixed 
it...

1 20G Hard drive
   - 7.99 Partition 10.2.1 ('Powermac')
   - 12.1 Partition  9.2.2 ('Data')

I moved the OS 9.2.2 system folder to my main drive, rebooted to the 
new OS 9.2.2 on the 8G drive.  Then I installed XPostFacto and selected 
the OS X folder and hit the button to boot it.  It restarted, and the 
same 'Cant Load' error came up, but let it continue.  It will look like 
it's about to load 9.2 again, but instead reboots and X will start up.

I just deleted the 9.2.2 System Folder from my Data drive after that.
