I had the same problem after a power loss during an update to Jag. It 
absolutely refused anything other than an OSX start up. Here is how I 
got it to reset.

Remove outside power by pulling the cord from the Mac. Remove the Pram 
battery. Remove the ROM card. Press the Cuda button three times for a 
count of 30 each time. Press the power on button, on the front of the 
Mac, if it has one. Also try powering from the keyboard. This will 
drain all residual power from the unit. Reinstall ROM, Battery , and 
power cord and try booting to your OS9 CD by holding down the "C" key.
