This is interesting. The supply I bought was an identical match to the one that came out. BUT it does not say Apple so I figure the jumper change is worth a shot. I change the jumper and the supply fan starts for only the amount of time that the button is pushed and stops when I release it. My jumper was set for Mac PS. That's at least a change from yesterday. With the jumper on Mac PS nothing happens at all. When the fan starts the button does not light and there is no startup chime. The only thing that happens is the PS fan starts as long as the button is held down. So I am letting it sit today with the battery out and will get to it later today.
