From Mac Help (10.3.9)

If you are unable to start up in Mac OS 9 after you have reformatted your hard disk using the Mac OS X Disk Utility, you might have inadvertently erased the drivers that are required for your computer to start up in Mac OS 9.

To fix the problem, you need to reinstall the Mac OS 9 drivers using Disk Utility.

To install Mac OS 9 drivers using Disk Utility:
In Disk Utility, select the disk you want to erase and click Erase.
Select the checkbox labeled "Install Mac OS 9 Drivers."
Click the Erase button at the bottom of the Erase pane.

You can find Disk Utility in the Utilities folder inside your Mac OS X Applications folder.

Another remote possibility for problems is that you may have chosen UDF file system for formatting/erasing rather than HFS+?

BTW, Why can't the hell I drag 9 system folders onto the hard
disk (when started in X from the HD) and like that and then pick
it in the startup, restart and bingo have 9? Like I have always
done for years on 7600 and 7300s...?
