Apple Mac hardware utilizing Intel chips is optimized for Mac OS X. OS
X was originally authored on Intel developer machines long before an
Intel mac was first sold to an end user.

Since the hardware and software are both designed " in concert " the
answer to your question is  " no ".

The Intel chip machines have performance advantages beyond the G5
machines, sad to say.
They are able to push even older Mac apps faster. This, despite any
un-optimised code.
If you watch MythBusters you know that enough air pressure will push a
chicken through a pipe no matter what " caliber " chicken it is!
