This sounds right. It would seem to be starting up and shutting down  
normally without video.

Yes, I agree, this means the card is OK and there's likely a software  
issue with the HD. Perhaps replace the old video card and then  
reinstall the latest COMBO update and see if that can solve your issue?

It says there is a "solution" but sounds like a firmware or hardware  
solution:

There is a solution.  Mac_Geniuses customers who experience a slow  
boot time with various Nvidia graphics cards (Geforce 6200, Geforce  
6600, Geforce 6800, & Geforce 7800 GS/XT/GT) and Mac OS X 10.5 Leopard  
in their Powermac G4 can now contact me for free update.  It will  
involve either returning the card to me to update the card or a simple  
system modification and will solve this most common boot issue with  
Leopard.  Customers concerned about this boot issue may send a  
question to seller through Ebay to arrange to get the current fix for  
this problem.

Perhaps contact this guy, he seems to know the answer.
