As far as I can tell, the computer fails to check the distance to
it's nearest townhall, and believes that it should just build
another for the sake of time. Not the smartest thing to do on one
of those maps where you have sets of resources in groups of ten
units all down the sides of the map, how efficient that computer
is in doing my job for me heh.

I've also noticed that the ai seems to build extra town halls
instead of
more useful buildings. While I can see the need for the option to
build more
townhalls if yours gets destroyed or if you have a large distance
for
peasants to go, building a second town hall next to your first
serves litle
or no point, and yet it's something I've seen the ai in sound rts
do on
several occasions.
Beware the grue!
