I don't know enough about Cox to recommend this, but with Linux, you can fake your mac address for DHCP client requests.. this will in effect give you a new lease. If that's not a problem with their setup, it may be worth a try. Their DHCP server could be choking when it receives a request from a windows client at one time, then a from linux client with the same MAC at another time. It sounds like they may have multiple DHCP servers, and they're trying to reconcile each others' databases somehow.
