another thing you can try is before you shutdown windows and boot into linux 
run winipcfg and release your ip address

that way it would not conflict with the dhcp servers when you boot up linux 
because it might look just like you released and renewed your ip lease with 
the server

i have a friend (um yea friend... thats it) who would bring his cable modem 
from one house to another and releaseing the ip address before moving it 
would solve the problem of getting a IP lease again on the different machine
