Has there been any discussion with the Incubator PMC whether this contribution needs to come through them? Or does this somehow not fit into their purview?
I took a quick look at the javawebparts.sf.net site which currently looks essentially like Frank Zammetti's personal site, nothing in the CVS, only one committer, etc, so the legal issues are likely simpler than other SF projects that have migrated into Apache. I don't know how much of the initial load of the Web Components/Common project is expected to come from javawebparts.sf.net.
