I got a response of the other programmer.
He told me that we got a cms on this server, which also provides the files.

Is also sends a http header:

Content-disposition: filename=$filename
Content-type: $mimetype
Content-length: $filesize
Pragma: no-cache
Expires: 0

We also got a sourceforge site.
