Hi Gerv, this is one of the two points I listed. The other is the translations themselves. If both things cannot be offered in short, this is more important, because you allow users to choose in which language they can browse Internet and you allow 3rd-party webapps to provide an experience in the language users chose. As I commented, this is a possility that vendors such as Apple have offered in Mac OS X desktop versions even when they didn't provide a translation for the chosen language. Of course, users can be shown a warning message with something such as: 'Sorry, this locale does not provide a translated interface' or alike.
