does purogamanam mean releasing (political) prisoners .. and what is meant
by "eligible prisoners" i thought, prisoners who have undergone greater than
a fixed proportion of the jail shiksha are chosen randomly by a draw of
votes (so, eligibility has a random component to it).. and i dont think the
number of prisoners released should be considered as a score for any
government..
