dearrrrrrrrrrrrrrr dileep, these institutions like prison, mental asylum and all are not as simple as government projects to convince the middle class for their safety.these are all part of politico-moral 'normalization' of individual selves.they are not like old concept of state apparatus, which are external power to control the society. you cant think about a society without these establishments. 'beneficiaries' of these institutions are not middle class only, but the whole society.
