Two novel ways to look at this problem:

1. Is there a way to look at the 4e Character Builder on the PC and figure out 
from its algorithms which seems to be the 'right'  way to go?  Is that a legit 
source?
2. Always answer 'C' on multiple choice tests when you don't know the answer.
