Incorrect. Basic p. 9, "Round UP for point costs..... Round DOWN for
character feats and combat results."
With a reminder that 'up' is in the positive direction, so that negative
numbers will round towards zero.
Yep the quick summery of how to round in GURPS, is "In the Least
