I can see this in two ways, and since the rules are
not clear, you might as well pick the one you like
best:

case 1) Your trait is not just what it does, but how
powerful it is. So I'd get the cost of the ability at
that level, then apply the modifiers.

case 2) If it's a power you can improve, calculating
the cost of the new ability as above is more time
consuming. Therefore, the better way would be to
calculate the modifiers at the cost per level, and
then multiply by the number of levels you want.
