Heck, depending on the morals of the student and the amount of effort to
prevent cheating put in by the institution, you could pass with Bs
without bothering to learn more than would qualify you for a default in
the relevant skills, or at least the minimum of one point each.
Some institutions may not live up to the same academic standards as
others, of course - Colleges in Canada specifically are "Community
Colleges", and even 'real' universities differ in at least their
*reputation* for educational quality. And of course there are all the
"degree by mail" outfits to contend with.
But regarding the "base" skill levels:
Associate Degree = IQ
Bach Degree = IQ+2
Masters Degree = IQ+4
Doctorary Degree = IQ+6
I would not set these quite so high - otherwise real-life experience/field work/etc wouldn't matter nearly as much as your base education.
Perhaps in conjunction with JL's modifiers, I would suggest the following be used as the
"generic" numbers.
Associate Degree = IQ
Bach Degree = IQ+1
Masters Degree = IQ+2
Doctorary Degree = IQ+3
