Bach Degree = IQ+2
Masters Degree = IQ+4

IMHO, academic degrees are a Courtesy Rank that are only important in academic circles. While they imply a certain level of academic excellence (and thus can be useful in impressing HR officers), they certainly don't guarantee it. AFAIK, there are three general categories of degree that academic skills should be classified under; Arts, Science (including Medicine) and Engineering. Under these categories (faculties), skills should be grouped under specific departments. If you want to set standard skill levels to qualify for a degree, that standard should be a absolute numeric level and not relative to IQ, with optional specializations measured at the general skill's default level (-2 the specialty level). My standards would be 11 for an Associate Degree, 12 for a Bachelor's, 13 for a Master's and 14 for a Doctorate (this may vary +/-1 level depending on the quality of the educational institution). Note that these are the minimum levels for each degree; it's possible for a character to not pursue their education beyond a certain level, leaving them with skills beyond what their degree would imply. In that case, the additional skill levels *may* be used to apply a "distinction" to that degree; +1 for Cum Laude, +2 for Summa Cum Laude and +3 for Magna Cum Laude. Honorary degrees as a Courtesy Rank would be worth one level less than their earned equivalent, and have no skill level prerequisites.
