It could be a charge threshold, below a certain percentage jump no longer works, below another percentage the flamer stops working. So if you skimp on the flamer the jets will last longer while if you walk every were you could burn down a city.

A new 9V battery for instance can actually measure above 11 volts, while that same battery can still power some devices when near dead but can only push 5 volts.
