another random thought: What are the shapes of the were-eagle, and 
how does he fight? Fictional werewolves often have three shapes, a
human, a wolf and a fanged, clawed humanoid in between. All three
can fight, and the intermediate form is often the best since it 
has both claws and thumbs.

An intermediate shape for an eagle could be less effective. How do
you stand on legs halfway to talons? So the eagle would have the 
choice between fighting as a human with arms and legs or an eagle
with wings and talons. I'll assume that the eagle form cannot 
effectively use spears or swords. 

Now imagine that the Elite Guards of the Archvillain have spiked 
armor. More show than real effect, sure, but it would discourage
hand to hand combat -- or talon to hand combat. You need a sword
to hit them safely.

Another question: If you constructed a tactical situation where 
the eagle had to sacrifice his part in the final battle for the 
overall success of the party, would he see and take it? Perhaps
it takes a special spell to keep the Archvillain dead for good,
and that spell takes a fresh component from a swamp a hundred 
miles away ... enter the eagle express delivery.
