An other way to mitigate any feelings of being cheated out of the
advantage, would be to make it clear that the anti-flying machanism works
both ways.
Like the opposing side has a dragon or equivalent, which can only be
defeated by dragon cryptonite and it is hard to get close enough to apply
it without getting killed first. Now if you use the garbage bin
teleporter, let the party scout the area first, and find out the mechanism
as annoyance. Then the opposition arrives, the dragon takes off, and all
the party has to do, is the throw the cryptonite into the air.
An other püossibility would be storms, force fields or whatever, that
apeare at deterministic but complex conditions. Let the pcs figure them
out. They might mean that it is risky for the eagle to fly, because the
opposition might trigger the hazard by chance. But the party can
effectivly shoot down the oppositions flyers.
