Hello Zan,

how about this line of thought:

* As written in the color text -- but not the game mechanics -- the 
  crew section is an implanted into the bioship. It isn't a natural
  part of the species. 

* This crew section has to get changed as the bioship grows. That 
  means repeated surgery. 

* On the other hand, the brain is sentient. 

* What bioship parents would inflict such an upbringing on their 
  children, and wouldn't the use of this payload section constitute
  child labour?

So the bioship is obviously an enslaved species that gets the 
short end of the stick ...

Or it is all completely different, the 3,000-ton bioship may not be
fully grown, but IQ 16 is smart enough to make a decision about a 
course of work that requires some physical changes to the organic
structure. Perhaps only a few bioships decide to implant the human
carrier pod, and most frolic in the belt.
