Every rifleman a sniper? There are times for volume of fire,
too.

Because 7.62mm couldn't do the job any more. Make the gun big
enough to punch through the suit, with a margin of error, but
no bigger. 

German WWII bomber interceptors went to 30mm when general-
purpose fighters had 20mm, http://en.wikipedia.org/wiki/MK108

The 40-lb. blaster does 6d*25, which leaves a margin to deal 
with an up-armored suit.
