I have exactly the same issue. No mods, no plugins, just plain vanilla
mvm setup. Nothing else changed except what the update brought in. So i
think i know the culprit. Fix is needed from Valve.

I updated my servers (with verify all) twice, as soon ass the queueing
system kicks in, my server blurts out:
Invalid wave number
Invalid Where argument 'spawnbot_scattered'
Unknown attribute 'Where' in WaveSpawn definition.

And now my servers are not responsive.
