There's 2 reasons:

1. Valve has not tested it.
2. Valve has tested it and seen it unfit.

Why isn't pl_swiftwater in the standard map distribution? It's been thoroughly tested and another good PL map would be well received in the community at least in my opinion. There has to be a reason considering process and snakewater are all former competitive maps now in the standard distribution, why not swiftwater?
