In my experience, a pre-set hz in a kernel will give insane CPU loads.

We use a tickles kernel, which causes the game servers to run flawlessly on
a good FPS.

This 1000hz stuff is hogwash. A 300hz kernel will run a 300fps_max
server fine, and even theorhetically more efficiently.

1000hz may or may not help, but its not the source of this problem.

I *have* noticed vastly difference performance between old 2.6 kernels
and the most recent 2.6.24 ones (namely the 2.6.23 CPU scheduler
change) but no lag problems on the older ones.

Also, your maxrate and minrate are obscenely high, try taking a zero
out of each of those.
