depends on how busy it is, it can be up to a load of 7 or 8 if its really busy, but hey you want your machine to be used right?
at the moment its at 2 now, and i believe l4d1 is getting less and less players.. even if you have 50 servers, there is bound to be a percentage emtpy too.
